2.     Operational Methods and Experience of Hongdong’s Overseas Bases

  a)    In-depth Researches and Reasonable Planning

As building a pelagic fishery base requires a large sum of money but costs a long time to return, Hongdong Fisheries Co., Ltd. will conduct in-depth researches and planning on local politics and diplomacy, social security, laws and regulations, fishery resources, infrastructures, folk customs, etc. The company adheres to four principles in selecting the locations of investment projects: abundant fishery resources, high degree of political stability, bilateral friendship and standardized fisheries management.

  b)    Localized Management for Win-Win Cooperation

Based on the needs of local government and people of investment destination, as well as its own investment plans, Hongdong carries out infrastructure construction with the principle of “openness for shared future, cooperation for win-win development”. For example, in Mauritania Fishery Base, Hongdong upholds the concept of “sustainable development of fishery resources” and carries out a comprehensive development with six fishing methods for different sea areas and fish species in Mauritania, which promotes a better development of local fishery resources. Meanwhile, the company operates its production in strict accordance with the fish species, specifications, sea areas and allowable catch stipulated by law. Also, the whole industrial park is equipped with sewage and exhaust gas treatment facilities, preventing it from destroying the local environment caused by overfishing and pollution.

While fishing, Hongdong has brought technologies of processing, refrigeration, ice making and ship repair to local community. And that hereby promotes local training and employment, upgrades the fisheries industry, and increases local financial and foreign exchange income. The company respects local Islamic culture and sets up prayer rooms in each workplace for local employees, which have won the support of the people and the government and established a people-to-people friendship of equality and mutual trust.

  c)     Law-abiding and Risk-averse Operation

When going abroad, Hongdong keeps in mind the bottom line of safe production and the red line of law-abiding operation. In the process of production and operation, the company insists on abiding by the law and standardizing management to ensure the long-term legal operation of the enterprise. At the same time, Hongdong also makes full use of legal weapons to protect its legitimate rights and interests. Hongdong’s Mauritania Fisheries Base Project has been signed directly as a long-term cooperation agreement with Mauritanian Government, which was voted by the Senate and the National Assembly, and guaranteed by the state decree.
