Adhering to the philosophy of joint contribution to the "Belt and Road" Initiative, based on the resources of the Chinese and Indonesian parks and the advantageous industries of Fujian Province, considering development demands of the Indonesian side, the Plan sorts out details in the program’s guiding philosophy, background, foundation, principles, development orientation and goals, and explains on cooperation in key industries, international cooperation platforms and supporting measures. 

The "Planning" proposes that the “Two Countries Twin Park” program will establish facilitators of industrial connection and transition between the two countries mainly by means of labor division and cooperation in the industrial and supply chains. Specifically, the Plan includes the construction of five transnational cooperative industrial chains in fields of ocean fishery, tropical agriculture, textile and other light industries, mechanics and electronics, and green mining. Also will be established are the five China-Indonesia international trade cooperation platforms in fields of trade, logistics (cold chain), production capacity, finance, and humanities and health. 

The relevant person-in charge of the Fuqing Functional Zone, Fuzhou New Area, said that the Plan, marking the entry into a new stage, is of great practical significance for promoting the industrial cooperation of China and Indonesia "Two Countries Twin Parks". Going forward, under the guidance of the Plan, the Chinese park will push for the detailed implementation of the program.
