Association for Development of Local Governance (ADLG)

The sustainability of Local Governments remained a challenge in Pakistan, even though Article 140-A of the Constitution of Pakistan gives full mandate to Provincial Governments to ensure continuity but badly failed.

National & Provincial Governments and Election Commission of Pakistan are jointly responsible for the failure. In the given circumstances, it was needed to establish such organization who could permanently and strong footage take up the challenge. 

In 2015, Association for Development of Local Governance (ADLG) was formed to take the challenge at all levels. ADLG is an alliance of all four Provincial Local Councils Associations (Punjab, Balochistan, Khyber Pakhtunkhwa, Sindh) of Pakistan, and emerged as national voice of Local Governments. Meaning thereby, all Local Governments in Pakistan (Village Punchayat, Neighborhood, Union, Tehsil, District Councils, Town, Municipal Committees, Municipal and Metropolitan Corporations) are members of the ADLG. 

In 2016, ADLG had signed partnership agreement with Commonwealth Local Government Forum and European Union to develop institutional capacity of Local Councils Associations and to pilot Territorial Approach for Local Development. Moreover, in 2019, ADLG had signed another partnership agreement with United Cities and Local Governments Asia Pacific (UCLG ASPAC) and European Union to localize Sustainable Development Goals in Baluchistan and Sind provinces of Pakistan. 

ADLG actions are continued to convert its dreams into reality by focusing the following thematic areas: access to basic services, decentralization and local democracy, communication, education and public awareness, international liaison, engagement and linkages with global forums of local governments.
