According to the Programme, utilizing the “River Chief System”, Fuzhou will strenghthen sanitation in rivers leading to the sea, in order to strickly prevent riverine debris from entering the ocean. Also, the “Bay and Beach Chief System” will be implemented to clarify the sanitation responsibilities for coastal and sea areas, and to ensure that the litter in areas of responsibility is cleared in time. Besides, the city will better treat aquaculture waste such as styrofoam and shells, and foster the awareness building and supervision for commercial units and tourists. Rules on receiving, transporting and disposing of litter from vessels will be strictly enforced to prevent secondary pollution. In addition, by stepping up awareness building and penalties, administrative departments shall urge the accountable entities of public spaces, such as ports, coastal tourist resorts (including scenic spots), bathing beaches, etc., to conduct proper sanitation. What’s more, the city is to establish a mechanism integrating collection, transportation and disposal of marine and coastal debris, with community-level marine sanitation teams taking the responsibility.
The Programme has set the goal of reducing Fuzhou's marine debris density by 10% by the end of this year, through establishing marine sanitation teams in state-owned enterprises and setting up a marine sanitation mechanism. By the end of 2022, the removal of litter and dumping sites within 200 meters of the coast shall be completed, there shall be no conspicuous debris on the shore, and production tools should be orderly placed. By the end of 2023, all the aquaculture foam floats shall be replaced, and the marine sanitation will be regular and professional. By the end of 2025, through meticulous marine sanitation and regular litter treatment for beaches, river estuaries, and inshore waters, Fuzhou will eliminate floating garbage patches in the sea, and completely solve the marine debris issue within its vicinity.
