Three-Year Action Plan of "Maritime Fuzhou" Released

August 19 (FZNEWS) - The "Three-year Action Plan to Promote a New Round of "Marine Fuzhou" Construction for High-quality Marine Economy Development (2021-2023)" sets a GMP( Gross Marine Product) goal of 350 billion yuan by 2023, striving to keep the city’s aquatic output and fishery value among the top of the country.

Striving for a GMP of 350 billion yuan by 2023

The Plan sets a GMP goal of 350 billion yuan by 2023, accounting for around 28.5% of the city's GDP. By then, the output value of advanced marine manufacturing is expected to account for 40% of the industrial output value of enterprises above designated size, the added value of the marine service industry will take 56% of Fuzhou’s GMP and the cargo throughput of Fuzhou Port should exceed 265 million tons, with its container throughput going beyond 5 million TEUs. By the end of the "14th Five-Year Plan" period(2021-2025), Fuzhou’s GMP is planned to exceed 425 billion yuan, accounting for about 30% of the city’s GDP and 23.6% of Fujian Province’s GMP. By that time, the cargo throughput of Fuzhou Port is expected to exceed 275 million tons, with container throughput reaching 8 million TEUs.

Building a Manufacturing Base for Equipment of Ship and Ocean Engineering

Fuzhou will build a marine information transmission highway, improve marine communication facilities and marine monitoring stations, accelerate the construction of marine big data, create a system of marine digital application, and build a number of service platforms. It is also planned to build a characteristic industrial base for marine biomedicine, and cultivate a group of leading marine biomedical enterprises. By 2023, the city's marine biomedical industry will achieve an output value of 13.5 billion yuan. Besides, Fuzhou will also build a manufacturing base for equipment of ship and ocean engineering on the west side of Taiwan Straits.

Pilot Offshore Aquaculture Featuring "Complementation between Fish Farming and Photovoltaic Power Generation"

Fuzhou is to utilize various types of marine fish farms and aquaculture waters along the coast to comprehensively promote the construction of floating solar photovoltaic power generation facilities.

By promoting the implementation of the “Pilot Project of Offshore Aquaculture Featuring ‘Complementation between Fish Farming and Photovoltaic Power Generation’" at Fuqing City and other locations, Fuzhou will integrate the advantages of power generation on the water and underwater acquature. By 2023, installed capacity is planned to rise by 50,000 kilowatts.

Building Four 100-Billion-Level Bases of New Material Industry

Fuzhou will build the Jiangyin 100-Billion-Level Base of Chemical New Material Industry, the Lianjiang Kemen Port High-End 100-Billion-Level Base of New Material Industry, 100-Billion-Level Base of Aluminum-Based New Material Industry, and the Green High-End 100-Billion-Level Base of New Material Industry.

Starting the Construction of 57 Fishing Ports and Sheltered Anchorages

Fuzhou will build Fuzhou (Lianjiang) National Distant-water Fishery Base, whose capacity will always be in the forefront of China and the first in Fujian Province. The city will speed up the construction of fishing ports. It will start the construction of 57 fishing ports and sheltered anchorages, including 4 central fishing ports and 4 first-class fishing ports.

Building Port-Serving Railways Covering the Four Major Port Areas

Fuzhou will speed up infrastructure construction for ports and navigation to build a large-scale, intensive and specialized port group that serves the whole of China and embraces the world, enhancing Fuzhou Port’s hub status.

Creating Three Coastal Tourist Resorts

Fuzhou is to fully excavate the marine historical resources with distinctive local characteristics, such as Tanshishan Culture, Shipbuilding Culture, Treasure Ship Culture, Zheng He Culture, and so on, to better protect, inherit, and promote Fuzhou's marine culture.

Managing and Restoring Shores and Coastal Sea Areas

Fuzhou will carry out ecological rectification and restoration projects to further strengthen the management and restoration of shores, coastal sea areas and coastal islands.

Building a Marine Innovation Community of Fuzhou Metropolitan Circle

Fuzhou will accelerate the development of the Institute of Oceanography, Minjiang University, and support universities in Fuzhou in cultivation of high-caliber personnel of the marine field. In the field of marine science and technology, Fuzhou will also vigorously cultivate leading enterprises, high-growth enterprises and unicorn enterprises.

Pushing for the Establishment of Cooperation Links between Fuzhou and China’s Taiwan in All Necessary Fields

Fuzhou will push for the establishment of cooperation links with  China’s Taiwan in all necessary fields, expanding cooperation in modern fishery industries, speeding up the import of high-quality species and new technologies in fields such as aquaculture, seed breeding, and aquatic product processing, etc.

Fuzhou will build platforms of international exchanges and cooperation, seeking to establish the 21st-Century Maritime Cooperation Center as a comprehensive international cooperation base that integrates "project docking, professional training, and marine personnel cultivating".
