From September 24 to 26, the 10th United Cities and Local Governments Asia Pacific (UCLG ASPAC) Congress was held in Goyang, South Korea. The event included Executive Bureau Meeting, Council Meeting, and the General Assembly and other statutory meetings, and brought together around 500 participants, including local government officials, representatives of international organizations, and private sector representatives from China, South Korea, Japan, Indonesia, the Philippines, the Maldives, Nepal, and other countries. The Foreign Affairs Office of Fuzhou Municipal People’s Government represented the city at the meeting.
UCLG General Assembly
The UCLG ASPAC General Assembly was held on the morning of September 26 and was presided over by UCLG ASPAC President Dakila Carlo Cua, Governor of Quirino Province and President of the Union of Local Authorities of the Philippines, together with Secretary-General Bernadia Irawati Tjandradewi. Delegates elected the President, Co-Presidents, Executive Bureau members, and Council members for the 2025–2027 term. Northeast Asia region was allocated 12 seats on the Executive Bureau. Following the vote, the Chinese People’s Association for Friendship with Foreign Countries and the cities of Hangzhou, Xi’an, Fuzhou, and Yiwu were elected as Executive Bureau members for 2025–2027. In addition, Fuzhou was successfully re-elected as a Council member.

UCLG is the world’s largest and most representative organization of local governments, hailed as the “United Nations of Local Governments.” Its membership covers over 140 countries, including national associations of local governments and more than 1,000 cities. The Asia-Pacific section is its largest regional branch. Since joining UCLG and Metropolis in 2012, Fuzhou has actively participated in international and regional affairs, serving multiple terms as a member of the Executive Bureau and Council, as well as the Metropolis Board of Directors. In April 2017, Fuzhou, together with the Chinese People’s Association for Friendship with Foreign Countries, initiated the establishment of the 21st-Century Maritime Cooperation Committee under UCLG ASPAC, creating an important platform for Belt and Road maritime cooperation. This platform has since attracted 77 cities and organizations from 29 countries across five continents as its formal members, advancing intercity exchanges and cooperation into a new stage of broad participation, joint consultation, and shared benefits. Fuzhou’s successful re-election demonstrates UCLG ASPAC’s recognition of Fuzhou’s achievements in international exchange and cooperation. It will further enhance Fuzhou’s international visibility and influence, contributing to the city’s goal of becoming a modern and international metropolis.
