On winter days, along the Xinghua Bay of Jiangyin Port in Fuqing City, the sea winds blow violently. The 10MW (megawatt) fan, the largest in Asia, is turning its white blades full of power. Driven by this, the output value of Fujian Three Gorges Offshore Wind Power Industrial Park was expected to reach 6 billion yuan in 2020.

Not far away from it locates Fujian MDI Industrial Park of Wanhua Chemicals, which is under construction in full swing. It has been the largest project of chemical industry introduced by Fuzhou City in recent years. After put into operation, it will be a  supplement to insufficient industries of Fujian Province and inject impetus into the high-quality development. 

By giving full play to port advantages and developing harbor-adjacent industries, Jiangying Port strives to focus on leading enterprises, forge industry chains and build industrial clusters. Now it is marching forward towards building an international deep-water port, a manufacturing base of 10-billion-level clean energy equipment and a 100-billion-level industrial cluster of new chemical materials.

“The Fifth Plenary Session of the 19th CPC Central Committee proposed to accelerate the development of a modern industrial system and promote the optimization and upgrading of the economic system. Focusing on the standardized construction of parks, Fuqing City will build parks with projects, gather industries with parks and boost the economy with industries, as well as vigorously develop strategic emerging industries and speed up the development of Maritime Fuzhou.” Liu Zhuoqun said, Member of Standing Committee of the CPC Fuzhou Municipal Committee and Secretary of the CPC Fuqing Municipal Committee.

Advantages in Resource Are Turned into Advantages for Development by Industrial Parks 

“Rare in China and the best in Fujian”, this is the evaluation in the industry on Jiangyin natural deep-water port. Ships enter and leave the port all the year round, not restricted by waterways and tides—the port is endowed with unique shoreline resources.

In recent years, Fuzhou City and Fuqing City have inherited the strategy of “Maritime Fuzhou” in the 1990s to accelerate the construction of Jiangyin deep-water port. The two cities leverage the advantages of an excellent port and vast hinterlands, and vigorously develop port-adjacent industries. Thus, three leading industries have basically formed here: new chemical materials, advanced manufacturing, import and export trade and modern logistics.

According to a head of Jiangyin Port Economic Zone, 113 industrial enterprises have been introduced so far, including 47 enterprises above designated size. In the first three quarters, the economic zone achieved the output of 24.887 billion yuan among enterprises above designated size, up 9.6% year on year.

Circular Development Benefits Appear Through the Whole Industry Chains

An industrial cluster is not only based on the number of enterprises, but also on the close cooperation between upstream and downstream to release the cluster effect. Only in this way can we enhance our strength, improve our competitiveness and  abilities to resist risks.

Goldwind Science and Technology Co., Ltd is a downstream enterprise that produces turbines in the park. It has formed an internal circulation of a whole industry chain with other upstream enterprises in the park. Coming to know the good of the whole industry chain, there is another company called Fujian Zhongjing Petrochemical Co., Ltd. Through continuous extension of its industry chain, the company has achieved internal circular development, no longer subject to foreign suppliers and its ability to resist risks enhanced.

Efforts have been made to focus on leading enterprises, forge industry chains and build industrial clusters. With the successive construction and operation of projects in the park, the industry chain will become longer and longer.

Top Supporting Facilities and Dedicated Team Service Ensure the Construction of the Park

World-class industrial clusters need top supporting services. Recently, Fuzhou City issued the Implementation Plan on Standardized Construction of the Industrial Park to Promote  High-quality Development of Manufacturing. The Plan focuses on introducing and supporting leading enterprises, fostering large clusters and developing big industries. Fuzhou City will promote the standardized construction of the park in areas like the construction of infrastructure, support for production and living, improvement in innovation capability, etc. Jiangyin Port Economic Zone is one of the 5 pilot parks.

At present, Fuqing City is implementing seven special actions such as innovation-driven development and economic transformation and upgrading. It has set up a leading group “working on the project to promote leapfrog” and implement “one team for one project” for major industrial projects.

While serving enterprises by dedicated team service, the local government also pays attention to the building of supporting facilities and the overall business environment. In accordance with the idea of “unifying port and city, and integrating industry and city”, Jiangyin Town, where the park locates, is striving to strengthen comprehensive supporting services. In 2020, 278 million yuan was invested to build seven major projects, covering education, transportation, medical care, living environment and so on.

“We will continuously take the initiative to integrate into the construction of “Three Fuzhou” (namely Digital Fuzhou, Maritime Fuzhou and Platform Fuzhou) to improve, strengthen and extend the industry chain. We will work hard to build a modern industrial system, create industrial clusters worth hundreds of billions, and inject strong momentum into the construction of Maritime Fuzhou.” A leader of Fuqing Municipal People’s Government said.
