On November 15th, the Seminar on Sustainable Development of Marine Economy of 21st-Century Maritime Cooperation Committee was successfully held at Fuzhou Strait International Conference and Exhibition Center. The event was jointly organized by the 21st-Century Maritime Cooperation Committee and Fuzhou Municipal People’s Government. Distinguished guests H. E. Event Overview
The Seminar focused on sustainable development of the oceans in the context of the new era, addressing the sustainable management of marine resources, marine ecological protection and governance, international cooperation and technological innovation, and new ideas and pathways for the sustainable development of marine economy. Through in-depth sharing and exchanges of innovative practices, the event sought to promote the development of the oceans, share opportunities for marine economic growth, and create a vision of harmony between humanity and the ocean. It featured three main sessions: the opening ceremony, keynote speech, and panel discussion.
Deputy Mayor Zhao Mingzheng presided over the ceremony, Vice Governor Wang Jinfu, Ambassador Fazeel Najeeb, Chief Engineer He Guangshun, Secretary-General Jordi Vaquer, UNESCO Representative Shahbaz Khan (via video), and Deputy Director-General Qi Wei delivered speeches.
Speech by H.E. Wang Jinfu, Vice Governor of Fujian Provincial People’s Government
Vice Governor Wang Jinfu stressed that as a major province with strong marine economy, Fujian boasts abundant resources. It has made significant achievements in marine science and technology innovation, cultural promotion, and the development of a strong maritime province. Fujian puts ecological protection high on agenda, remains committed to green development, enhances cooperation with countries and regions along the 21st Century Maritime Silk Road. Fujian will foster a harmonious marine ecological environment, explore sustainable models for marine economic development, fostering a community of shared marine peace, trust, order, and prosperity.
Speech by H.E. Fazeel Najeeb, Ambassador of the Maldives to China
Ambassador Fazeel Najeeb praised China’s leadership in the global marine economy and highlighted Fuzhou’s achievements in promoting sustainable and balanced development along its coastal areas. He noted that as an important island nation, the Maldives’ economic development is deeply tied to the ocean, presenting both significant opportunities and challenges. The Maldives is committed to promoting sustainable fisheries, developing renewable energy systems, and advocating for the sustainable development of the blue economy at international forums. He emphasized the importance of international cooperation, urging efforts that transcend borders, sectors, and cultures to foster an inclusive and sustainable marine economy. He called for unified action to address climate change and the depletion of marine resources and expressed optimism about future collaboration opportunities.
Speech by H.E. He Guangshun, Chief Engineer of the Ministry of Natural Resources, China
Chief Engineer He Guangshun highlighted the ocean’s critical role as the cradle of life, a treasure trove of resources, a vital transportation artery, and an essential space for humanity’s future development. He emphasized that the Chinese government has always prioritized the development of the marine economy and maritime cooperation. In recent years, China has achieved remarkable progress in marine economy, including significant growth in marine GDP, the establishment of a modern marine industry system, and advancements in the development of marine ecological civilization. This Seminar held in Fuzhou focuses on the sustainable development of marine economy, exploring new ideas and pathways for sustainable resource utilization, marine ecological protection and governance, international cooperation, and technological innovation, making it particularly meaningful. He called on attendees to adopt a collaborative mindset of openness, connectivity, mutual benefit, and win-win cooperation. He encouraged participants to leverage the platform provided by the 21st-Century Maritime Cooperation Committee to focus on sustainable development of marine economy, expand the “circle of friends in blue economy,” strengthen policy coordination, enhance benefit-sharing, promote innovation-driven initiatives, and expand green cooperation. He also hopes to develop more mutually beneficial projects and enable member cities to share marine resources, create marine prosperity, and contribute more to the benefits of humanity.
Speech by Mr. Jordi Vaquer, Secretary General of Metropolis
In the speech of Secretary-General Jordi Vaquer, he emphasized that the marine environment is not just a resource but the foundation of urban health, resilience, and prosperity. For coastal metropolises, marine economy forms the core of their economy and culture. Cities bear the responsibility to protect the oceans. However, he noted that urban emissions and some economic activities are threatening marine health and urban safety. Mr. Vaquer underscored the significant role that cities play in developing the sustainable marine economy. He also called on participants to actively engage in discussions, exchange ideas, and explore cooperation opportunities. His vision is to collaboratively build a marine economy that respects nature, enhances resilience, and serves as a model of sustainable growth for future generations.
Speech by Prof. Shahbaz Khan, Director of UNESCO for Regional Office for East Asia and Representative to China, DPRK, Japan, Mongolia and ROK
In the speech, Prof. Shahbaz Khan emphasized the critical role of oceans in blue carbon sequestration and biodiversity conservation. He highlighted UNESCO’s recognition of nearly 300 marine World Heritage sites, which are integral to protecting marine ecosystems, promoting ocean culture, and advancing innovation and technological progress to support the sustainable development of blue economy. He also mentioned UNESCO’s active role in fostering marine knowledge through initiatives such as the “UN Decade of Ocean Science for Sustainable Development (2021-2030).” This program aims to provide scientific solutions to global challenges related to oceans. Mr. Khan hoped that this seminar would facilitate meaningful discussions and collaborations, paving the way for a more sustainable, inclusive, and prosperous future.

Deputy Director-General Qi Wei emphasized that marine economy is an open economy, showing the following global trends: 1. The growth potential of marine economy surpasses the overall global economic growth rate, with its share expected to increase further. 2. Global marine economy is rapidly shifting towards Asia. 3. Marine technological innovation is accelerating, becoming a major driver of marine industry. 4. The Maritime Silk Road is presenting significant opportunities. With the implementation of the Regional Comprehensive Economic Partnership (RCEP) and the expansion of China’s foreign trade, the Maritime Silk Road is boosting sectors such as shipping, logistics, ports, and shipbuilding. It also fosters the integration of the blue economy and marine culture. Cities like Fuzhou, as core areas of the Maritime Silk Road, are leading high-quality development in marine economy with their openness and strong “blue engines.” Mr. Qi Wei noted that the China Center for Contemporary World Studies will leverage its advantages to build bridges of communication and cooperation, promoting high-quality development along the Maritime Silk Road. During the keynote speech session, Dr. Zhang Haiwen, Dr. Manuel Castillo, Environmental Affairs Officer of UNESCAP, Mr. Kaan Baskurt, Consul General of Türkiye in Guangzhou, and Mr. Liu Xianhan, General Manager of Fujian Yida Food Co., Ltd., shared insights on emerging trends and impacts in global ocean governance, sustainable development goals and marine economy, collaborative efforts between Turkish and Chinese civilizations in marine affairs, and the role of marine carbon sequestration in advancing sustainable marine economic development.

Seminar on Sustainable Development of Marine Economy of 21st-Century Maritime Cooperation Committee is part of the 2024 World Maritime Equipment Conference. The event was held from November 15th to 18th, 2024 at Fuzhou Strait International Conference and Exhibition Center. Forum on "Marine Economy and 'Dual Carbon' Strategy" and the Council Meeting of 21st-Century Maritime Cooperation Committee was held at Strait International Convention and Exhibition Center in Fuzhou on June 2, 2023. The forum, focusing on marine economic development with the “Dual Carbon” strategy, will bring together attendees to discuss ways to utilize marine resources sustainably, promote the transformation of old and new drivers for blue economy development, bolster the structural upgrading and green transformation of marine industries, and boost the high-quality development of marine economy, in a bid to make the ocean a new economic growth point and an inexhaustible driving force for sustainable development of all countries. The forum will include an opening ceremony, a keynote speech session and a panel discussion session.

Mr. Wu Xiande, Mayor of Fuzhou Municipal People’s Government andPresident of 21st-Century Maritime Cooperation Committee, said in his speech that in recent years, Fuzhou has been implementing President Xi Jinping's thought of ecological civilization and the important concept of building a maritime community with a shared future, actively practicing the "double carbon" strategy and accelerating the construction of a national demonstration zone for maritime economic development. Focusing on marine scientific research, we have set up six joint R&D centers for marine industries to accelerate the creation of a scientific and innovation highland for marine economy. We strengthen marine ecological protection, adhere to integrated and systemic governance of lands and oceans, and actively promote the declaration of the Minjiang River estuary wetlands as a world natural heritage, and will continue to build a beautiful bay. We have vigorously cultivated new industries such as offshore wind power, marine biomedicine, marine information and marine cultural tourism, completed the first carbon sink transaction for marine fisheries in China, and launched the offshore wind turbine with the world's largest single-unit capacity and longest blade. “Green and low-carbon” has become the distinctive color of Fuzhou's marine economic development.
Ms. Jona Widhagdo Putri, Deputy Secretary of China-Indonesia High-level Dialogue Mechanism, said in her speech that the "Two Country, Twin Park" is the result of cooperation promoted by the leaders of China and Indonesia, and is a new model of economic and trade innovation and development between the two countries. China and Indonesia can promote infrastructure construction, industrial cooperation, investment and trade, and business exchanges through the "Two Country, Twin Parks". China has built the Yuanhong Investment Zone in Fuqing, and Indonesia is also building several parks. Both sides should continue to enhance friendly relations and leverage complementary advantages to achieve win-win cooperation. From the Blessed City to the Blessed Park, and to the Blessed “Two Countries, Twin Parks”, they need to join hands to build a community with a shared future for mankind.
“As we gather here to discuss how to make use of the sustainability of marine resources, we need to pay attention to the important message from Mother Nature: climate change knows no borders", said Byanju, President of UCLG ASPAC and Mayor of Dhulikhel Municipality, Nepal, in his speech. Marine sustainable development and marine ecological protection must be a priority for all cities. We, as local governments, need to share good experiences and practices with each other.
Mr. Shahbaz Khan, Director of UNESCO Beijing Office, said that the concept of the "dual carbon" strategy, which pursues promoting sustainable economic growth while reducing carbon emissions, is a beacon of hope in our pursuit for a sustainable future. At UNESCO, we have always been at the forefront of promoting marine scientific research and education, and by deepening our understanding of the oceans, we can inform evidence-based policies and practices that promote sustainability.

Forum on Smart Ocean of 21st-Century Maritime Cooperation Committee was convened on May 18. Mr. Lin Jian, Deputy Secretary of the CPC Fuzhou Municipal Committee and President of Fuzhou People’s Association for Friendship with Foreign Countries, Mr. Shahbaz Khan, Director of UNESCO Cluster Office in Beijing, Mr. Wang Liyong, Deputy Director-General of China Center for Contemporary World Studies, International Department, Central Committee of CPC addressed the opening ceremony. Ms. Zong Linhong, Deputy Director-General of Department of European & Asian Affairs, The Chinese People’s Association for Friendship with Foreign Countries (CPAFFC), and Mr. Huang Jianxiong, Deputy Mayor of Fuzhou Municipal People’s Government also attended the forum. Mr. Stuart Crosby, Co-President of United Cities and Local Governments Asia Pacific (UCLG ASPAC), Ms. Bernadia Tjandradewi, Secretary General of UCLG ASPAC, and officials of foreign embassies and consulates of relevant countries in China joined via video link. The participants of the event totaled more than 120 people in 70 groups.
Under the theme of “Marine Development Through Science and Technology”, guests of the Forum conducted deliberations around topics such as the construction of marine big data platforms, modern marine agricultural technology, development of smart ocean industries, application of the Internet of Things in ocean-related fields, etc., to pool wisdom for maritime development via science and technology and unlock potential for the blue development that is open, collaborative and universally beneficial, for the joint promotion of maritime economy in cities of countries and regions along the 21st-Century Maritime Silk Road.
Prof. Chen Jianming , Director of the Institute of Oceanography, Minjiang University, chaired the forum, in which eight keynote speakers, namely, Dr Toe Aung, Deputy Director General of Public Relations and Information Department, Yangon City Development Committee, Myanmar, Mr. Alfred Nakatsuma, Adviser for the Clean Cities Blue Ocean Project, Ms. Analisa Low, Ambassador of the Republic of Trinidad and Tobago to China, Mr. Chen Nengwang, Director of Department of Environmental Science, Xiamen University, Mr. Jose Marti Alvarez Hidalgo, Consul General of the Republic of Costa Rica in Shanghai, Mr. Genki Terauchi, Senior Researcher of Special Monitoring and Coastal Environmental Assessment Regional Activity Centre, Northwest Pacific Action Plan, UN Environment Programme, Mr. Chen Zhongjie, President of Hongdong Fishery Co., Ltd., and Mr. Zeng Zhongcheng, Chief Operating Officer of Tatwah Smartech Co., Ltd., shared achievements and experience of various nations in the development of the “Smart Ocean”, to promote the role of marine-related science and technology in the marine economic development in countries and regions along the 21st-Century Maritime Silk Road. After the keynote speeches, participants of the Forum also carried out free discussion.
The Marine Economy and Urban Development--Coastal and Port Cooperation Forum was jointly held by 21st-Century Maritime Cooperation Committee, the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) and Fuzhou Municipal People's Government on May 18, 2019, in Fuzhou. Nearly 150 delegates from 16 countries attended the forum.
In the opening ceremony, Mr. Wang Ning, Deputy Secretary of the CPC Fujian Provincial Committee and Secretary of the CPC Fuzhou Municipal Committee, stressed that relying on ocean and ports, the construction of Maritime Fuzhou will be advanced. Fuzhou government will continuously support the Committee and carry out exchanges and cooperation with port cities and organizations across the world. UCLG ASPAC Co-President Mr. Song Jingwu, Vice President of CPAFFC and President of the Committee, called for the cooperation among countries and regions in the Asia-Pacific and along the Maritime Silk Road to protect marine environment. UCLG ASPAC Co-President and Dhulikel Municipality Mayor Mr. Ashok Kumar Byanju Shrestha stated that "we are happy of this opportunity to join this forum where we can discuss and strengthen our cooperation at the local level." Mr. Jin Xin, Director of China Center for Contemporary World Studies, International Department of the CPC Central Committee, noted that the Committee has created a new platform to cooperate with other countries and helped to gather coastal resources. Mr. Liu Peng, Deputy Director of Waterway Transport Bureau, Ministry of Transport of the P.R.C., proposed to build smart and green ports and integrate port, industry and city.
Opening speech by Mr. Wang Ning, Deputy Secretary of the CPC Fujian Provincial Committee and Secretary of the CPC Fuzhou Municipal Committee
During the keynote speech session, Mr. You Mengjun, Mayor of Fuzhou Municipal People's Government and President of the Committee, presented that Fuzhou is making fully effort to build an international deep-water port, cluster harbor industries in the port, improve the utilization of marine resources, and strengthen people-to-people exchanges. According to Mr. Liu Jian, Deputy Director of the Expert Committee of Silk Road Planning Research Center, the port is an important infrastructure to advance the connectivity of the Belt and Road. Surabaya Vice Mayor Whisnu Sakti Buana expressed that "development does not only consider present needs, but also the future one." Prof. Li Zhenfu from Dalian Maritime University expounded new ideas on developing marine economy from the perspectives of the Belt and Road Initiative, key cities and ports along the route, and how to achieve cooperation. Mr. Alfred Sim, Vice President of Hinterland (PSA), looked forward to the opening of a new international land-sea trade corridor.
Keynote speech by Mr. You Mengjun, Mayor of Fuzhou Municipal People's Government
In the promotion session, Mr. Wang Dunxing, Vice General Manager of Fuzhou Port Group Co., Ltd, introduced that the Jiangyin Port of Fuzhou has opened 9 shipping routes along the Belt and Road, and the Group will continuously deepen international cooperation. During the dialogue session, the guests exchanged views on "Port Economy and Urban Development" and "International Cooperation and Prospects for Ports". Mombasa Deputy Governor William Kazungu Kingi hoped to open more routes to make the port development diversified. Dunkirk Deputy Mayor Jean-Yves Fremont said that the port city should develop in a comprehensive way by integrating city, industry, finance and port. Mr. Feng Honghao, Deputy Mayor of Haikou Municipal People's Government, hoped that domestic port cities will cooperate with countries and regions along the Maritime Silk Road in marine economy and port development. Mr. Maung Maung Soe, Mayor of Yangon, expected that maritime trade and seaport construction will be promoted to develop marine economy.

Ms. Wang Xiaohui, Chief Engineer of China's National Marine Data and Information Service, suggested building the industrial alliance and the "Ocean Center City" to achieve common prosperity. Mr. James Palmer, Chief Executive Officer of the Hawke's Bay Regional Council, looked forward to more cooperation opportunities in new energy, biofuels, environmental technologies and other fields. Mr. Jing Guifei, Dean of the School of Beidou and the Silk Road, Beihang University, hoped to strengthen the cooperation of navigation technology application in port development. Ms. Joanna Zheng, Executive Director of Aon-COFCO Insurance Brokers Co., Ltd. noted that marine insurance expertise and global resources will be used to serve the terminal industry.
In her closing speech, Dr. Bernadia, Secretary General of UCLG ASPAC, stressed the importance of developing a blue economy and the role of ports in economic development. She hoped that local governments will make more efforts to protect marine environment and marine resources.
The “Marine Economy and Urban Development – City Image and Tourism Cooperation” Forum, held in Fuzhou in May 2018, attracted more than 100 guests from 21 countries and regions. In the forum, delegates of Mombasa County, Okinawa Prefecture, Dunkirk Urban Community, Municipality of Pescara, City of Manila, Gwangyang City presented the features of their cities, and had discussions on tourism cooperation. After the promotion, five domestic tourism enterprises signed the Strategic Cooperation Agreement on Tourism Development with five overseas tourism companies in Russia, the Philippines, Indonesia and Sri Lanka.
